Executive Condominium (EC) Eligibility
You must meet the following conditions to buy an EC:

- Your family nucleus must comprise at least another Singapore Citizen or Singapore Permanent Resident.

- If you are buying an Executive Condominium (EC) under the Joint Singles Scheme, you must be at least 35 years old

Income Ceiling
Your average gross monthly household income must not exceed $16,000. If your income exceeds $16,000, please contact us. We will assist and review your application on case by case basis.
Special Requirement for Undischarged Bankrupts
Undischarged bankrupts need to seek the Official Assignee (OA)’s consent if they are applying for an EC. However, they do not need to seek the OA’s approval to be listed as an occupier.
Ownership in Private Property
You, your spouse, any occupiers listed in the Application Form or their spouses must not own or dispose or have an estate or interest in any other flat, house, building or land*
- Within 30 months before the date of application, and
- Between the application date and the date of taking possession of the EC
- HUDC flats (Privatised and Non-Privatised)
- Properties acquired by gift
- Properties inherited as beneficiaries under a will or as a result of the Intestate Succession Act
- Private properties
- Properties owned/acquired/disposed through nominees regardless of properties location
Owners/Ex-owners of HDB flats / DBSS flats / EC units
Each eligible Singaporean household can buy the following housing unit only twice:
If you have already bought two housing units, you will not be eligible to apply or be listed as an essential occupier in an application.
- a flat from the HDB;
- a resale flat with the CPF Housing Grant*;
- a DBSS flat from developer;
- an EC unit from developer.

First-timer Applicants
You and the essential family members listed in the application for purchase of the flat must not:
Higher Quota of the EC Supply for First-time Applicants during Initial Launch PeriodFrom 2 March 2012, the developers will set aside 70% of the supply for first-timers during the initial launch period.
- Be the owners of a flat bought direct from HDB, a DBSS flat or an Executive Condominium bought from the developer
- Have sold a flat bought direct from HDB, a DBSS flat or an Executive Condominium bought from the developer
- Have received the CPF Housing Grant for the purchase of an HDB resale flat
- Have taken other forms of housing subsidy (for example, benefitted under the Selective En bloc Redevelopment Scheme, privatisation of HUDC estate etc)

Second-timer Applicants
You or the essential family members listed in your application have owned/sold or are currently owners of:
Payment of Resale Levy second-timers who apply for new EC projects from Westwood Avenue onwards will have to pay a resale levy.
However, second-timers are not required to pay the resale levy if they apply to buy EC units in projects that were launched before 9 Dec 2013.

- Any HDB flat that was bought from HDB, or
- Any resale flat that was bought under the CPF Housing Grant Scheme, or
- A DBSS flat or an EC bought from the developer, or
- Have enjoyed other forms of housing subsidy (for example, enjoyed benefits under the Selective En bloc Redevelopment Scheme, privatisation of HUDC estate etc.)

- Date of transfer at market value of the flat bought with CPF Housing Grant
- Date of key collection for EC/DBSS flats bought from the developer
Ex-owners of an EC
Are you, your spouse or any of the essential occupiers listed in the application an ex-owner of an Executive Condominium bought directly from the developer? If yes, you would need to meet a 5-year period from the date of taking possession of the earlier Executive Condominium.
30-Month PeriodIn addition, you need to wait out a 30-month period from the effective date of disposal (i.e., date of legal completion of the sale of their Executive Condominium, evidenced by the Notice of Transfer or such other documentary evidence as HDB may require) of the Executive Condominium before you can apply to buy another Executive Condominium directly from the developer.
30-Month PeriodIn addition, you need to wait out a 30-month period from the effective date of disposal (i.e., date of legal completion of the sale of their Executive Condominium, evidenced by the Notice of Transfer or such other documentary evidence as HDB may require) of the Executive Condominium before you can apply to buy another Executive Condominium directly from the developer.
Essential Occupiers
You or any person listed the application must not be currently listed as an essential occupier of:
* The date of taking possession refers to:
- An existing HDB flat bought directly from HDB,
- A DBSS flat bought under the CPF Housing Grant Scheme, or,
- A resale flat bought under the CPF Housing Grant Scheme
* The date of taking possession refers to:
- The date of key collection, for flats that are bought directly from HDB
- The date of resale completion, for purchase of resale flats from the open market bought with the CPF Housing Grant
- The date of transfer at market value of the flat bought with CPF Housing Grant
- The date of key collection for Executive Condominium/DBSS flats bought from the developer, whichever is applicable.
Cancellation of Application After Booking a Flat
If you book a flat from the March 2012 Build-To-Order and Sale of Balance Flats Exercises onwards and subsequently cancel the flat booking, you will have to meet a 1-year period from the date of cancellation before you can apply or included as an essential occupier in an application for a:
- new HDB flat
- DBSS flat from developers
- Executive Condominium unit from the developers
- resale flat with CPF Housing Grant
- resale flat that has been announced for SERS
Divorcees
Within three years from the date of the divorce, only one party in the divorce can own one of the following housing units:
However, this three-year wait out period will not apply if you are buying any of the above homes with your parents or a new spouse, or if you are buying a resale flat from the open market without the CPF Housing Grant.
If there is no matrimonial home or the matrimonial home was bought from the open market without any CPF Housing Grant, you may apply for any of the above housing units after you get your ex-spouse’s consent not to own or be listed as an essential occupier in any of the above housing units within the three-year period from the date of divorce.
The requirement for ex-spouse’s consent is waived if you are buying any of the above housing units with your parents or a new spouse or if you are buying a resale flat from the open market without the CPF Housing Grant.
The requirement to seek ex-spouse’s consent during the three-year period from the date of divorce is also waived if you meet the following conditions:
Person Who Has Bought an EC/DBSS Flat with CPF Housing GrantA person who bought an EC or DBSS flat with CPF Housing Grant and terminated the Sale and Purchase Agreement may apply to buy an EC. However, this is allowed on the condition that a 5-year period has lapsed from the termination date of the Sale & Purchase Agreement of their earlier EC or DBSS flat purchase, to the date of application date for an EC.
- a flat bought directly from the HDB
- a DBSS flat / EC bought directly from a private developer
- a resale flat bought from open market under the CPF Housing Grant Scheme
However, this three-year wait out period will not apply if you are buying any of the above homes with your parents or a new spouse, or if you are buying a resale flat from the open market without the CPF Housing Grant.
If there is no matrimonial home or the matrimonial home was bought from the open market without any CPF Housing Grant, you may apply for any of the above housing units after you get your ex-spouse’s consent not to own or be listed as an essential occupier in any of the above housing units within the three-year period from the date of divorce.

- You have the legal custody of all your children and are also the only parent with the care and control of all your children.
Person Who Has Bought an EC/DBSS Flat with CPF Housing GrantA person who bought an EC or DBSS flat with CPF Housing Grant and terminated the Sale and Purchase Agreement may apply to buy an EC. However, this is allowed on the condition that a 5-year period has lapsed from the termination date of the Sale & Purchase Agreement of their earlier EC or DBSS flat purchase, to the date of application date for an EC.

Under this scheme, you need to submit a copy of your marriage certificate to the developer.

- Spouse, and children (if any)

No change of people listed in the application
Applications under this scheme are only valid if there are no changes to the people listed - you are not allowed to replace your parents’ names with that of a spouse, or vice versa.
If applying for a dual-key EC as a multi-generation family

Joint Singles Scheme
You and up to 3 other co-applicants, and all of you are:
- That person can only be listed as an essential occupier in the flat application
- Written consent from that person’s parents/ guardians must be submitted during the EC selection appointment.
Special Marriage Licence needed if spouse-to-be is below 18 years old
Following your flat application, you must obtain a Special Marriage Licence from the Ministry of Social and Family Development and submit it to us during the EC selection appointment.

- Certifying officer’s name, signature, and designation

- Excludes bonuses and income earned from overtime work
- Includes allowances (fixed/ variable) received on a regular basis (e.g. allowances for food, transport, laundry, uniform, etc)
- Notice of Assessment(NOA) from the Inland Revenue Authority of Singapore (IRAS) is not accepted
2) Self-employed person
- Latest NOA from IRAS or Statement of Annual Accounts certified by an audit firm
- Valid Accounting and Corporate Regulatory Authority (ACRA) Computer Information (Business Profile) or valid licence of trade
- Assessment is based on the average gross monthly income for the past 12 months
3) Part-time worker
- Latest 12 months’ payslips
- Letter from employer certifying salaries for the last 12 months; the letter must contain the:
- Company stamp/ letterhead
- Certifying officer’s name, signature, and designation
- Assessment is based on the average gross monthly income for the past 12 months
4) Commission-based person
- Latest 12 months’ commission statements/ payslips
- Letter from employer certifying salaries for the last 12 months; the letter must contain the:
- Company stamp/ letterhead
- Certifying officer’s name, signature, and designation
- Assessment is based on the average gross monthly income for the past 12 months
5) Odd job worker
- Latest NOA from IRAS
- Previous year’s NOA from IRAS

- Statutory Declaration to declare the employment status or valid Student Pass if currently a full-time student
- If unemployed for less than 3 months, the following documents are required:
- Income proof for the preceding months from the previous employer stating their gross monthly income and last day of service
- Latest 15 months’ CPF contribution history
- The Statutory Declaration can be executed at the HDB Hub Loans Counter or any HDB Branch. Declarants are required to bring along their Identity Cards
- If not in Singapore, the Statutory Declaration can be made in the presence of a Commissioner for Oaths or Notary Public for that country

What if I am an undischarged bankrupt ?
You need to obtain the consent of the Official Assignee if you are applying for an EC. There is no need to do so if you are to be listed as an essential occupier.
Am I a first or second-timer applicant ?
A first-timer applicant is a person or household that has never received any form of housing subsidy, or similar benefit; a second-timer applicant is a person or household that has. If you are a second-timer and your spouse/ spouse-to-be is a first-timer, you as a couple will enjoy first-timer privileges and priority.
First-timer applicant
First-timers enjoy privileges and priority in flat allocation.
Yours will be treated as a first-timer application if you and any of the other listed owners and essential occupiers meet the following criteria:
Second-timer applicant
Yours will be treated as a second-timer application if any of the following applies to you or any of the other listed owners and essential occupiers:
First-timer applicant
First-timers enjoy privileges and priority in flat allocation.
Yours will be treated as a first-timer application if you and any of the other listed owners and essential occupiers meet the following criteria:
- Not the owner of a flat bought from HDB, or an EC/ DBSS flat bought from a developer
- Not sold a flat bought from HDB, or an EC/ DBSS flat bought from a developer
- Not received any CPF Housing Grant for the purchase of an HDB resale flat
- Not taken any form of housing subsidy (e.g. benefitted under the Selective En bloc Redevelopment Scheme (SERS) or HUDC estate privatisation)
Second-timer applicant
Yours will be treated as a second-timer application if any of the following applies to you or any of the other listed owners and essential occupiers:
- Have owned or sold any of the following:
- HDB flat bought from HDB
- Resale flat bought using a CPF Housing Grant
- EC/ DBSS flat bought from the developer
- Once taken some form of housing subsidy (e.g. benefitted under the Selective En bloc Redevelopment Scheme (SERS), HUDC estate privatisation)
Are there any time periods during which I cannot apply for an EC?
Yes. There are instances where you may need to wait out a set time period before you can apply or be listed in the application for a new EC.
This usually happens when someone:
MOP requirements: current owner/ essential occupier of a flat or an EC unit

If you booked a new HDB flat and subsequently cancel your booking, you must wait out a 1-year period from the date of the cancellation before you can apply or be listed as an essential occupier of a:
Terminated the Sale and Purchase Agreement for an EC/ DBSS flat
If you had previously bought a DBSS flat/ EC using a CPF Housing Grant and subsequently terminated the Sale and Purchase Agreement, you must wait out a 5-year period from the date of the termination before you can apply or be listed as an essential occupier of an EC.
In case of a divorce, conditions will apply for the following types of property:
- Flat bought from HDB
- Resale flat bought with a CPF Housing Grant
- DBSS flat/ EC bought from the developer
3-year wait-out period
- For 3 years from the date of the divorce, only 1 party in the divorce can own any of the above properties
- If any of the above properties was the matrimonial home and is now owned by your ex-spouse, you must wait for 3 years before you can buy or be listed as an essential occupier in one
- If the matrimonial home was not one of the above, or if there was no matrimonial home, 1 party can apply for the abovementioned property types. However, the other party must first undertake to not own or be listed as an essential occupier of said properties for 3 years from the date of the divorce
Exception
There is no need for any 3-year wait-out period or undertaking if you are:
- Buying one of the above properties with your parents and/ or new spouse
- A parent meeting these conditions:
- All of your children are aged below 18 at the date of the divorce
- All the children are under your legal custody and you are the only parent given the care and control of your children

Can I get a new EC flat if I used to/ still own or have full/ partial interest in a local/ overseas non-HDB property?
No, you may not. For an EC flat application, all the listed owners and essential occupiers must not own, dispose, or have an estate or interest in any other local or overseas property:
- Within 30 months before the date of the EC application, and up to the date of taking possession of the EC
- HUDC flats (privatised and non-privatised)
- Properties acquired by gift
- Properties inherited as beneficiaries under a will or as a result of the Intestate Succession Act
- Private property
- Properties owned, acquired, or disposed through nominees, regardless of properties’ location
Can I get a new EC if I used to/ still own an HDB flat, DBSS flat, or EC?
Yes, provided that you only own/ owned 1 of the following units prior to your application:
If you have already bought 2 such properties, you will not be eligible to apply for an EC or be listed as an essential occupier in an application.
- Flat bought from HDB
- EC/ DBSS flat bought from the developer
- HDB resale flat bought using a CPF Housing Grant (only applies to first-timer applicants)
